Madrid City Council Strengthens Social Care Network by Awarding €651 Million in Home Help Service Contracts

Madrid, Spain - 7 October 2025 

For the administration of the city's Home Help Service (Servicio de Ayuda a Domicilio, or SAD), the Madrid City Council's Government Area of Social Policies, Family, and Equality has awarded a number of contracts totalling €651.25 million (VAT excluded). Throughout Madrid's 21 districts, this significant procurement seeks to improve social protection and encourage independent living for the elderly and disabled.

The contracts, which were split up into four regional lots, were given out in an open process that was controlled by the EU's social services light regime. After the tender decision was made on August 25, 2025, the agreements were signed on September 23, 2025.

Four prominent Spanish care providers received the awards:

  • Senior Servicios Integrales S.A. (€160.44 million) U.T.E. Atende Servicios Integrados S.L.U.

  • S.L. Serveo Social (€158.01 million)

  • €161.03 million for ASISPA

  • Asistencial Services Quavitae S.A.U. (€171.77 million)

Providing Home-Based Social Care to Empower Citizens

A vital part of Madrid's municipal social welfare system, the Home Help Service (SAD) provides daily support to thousands of citizens. Its main goals are to support vulnerable people in living safely and comfortably in their homes, encourage personal autonomy, and avoid social isolation.

The City Council claims that the service is tailored to the needs and social circumstances of each user, offering individualised professional interventions in the areas of personal care, household support, rehabilitation, and outreach for prevention. It is governed by Madrid's Dependency Regulations and Ordinance 10/2022, which governs municipal services for the elderly and people with disabilities.

Scope of the Contract and Quality Standards

Four lots representing various district groupings and service areas made up the project's structure:

  • Lot 1: Disability Services, Vicálvaro, Moratalaz, San Blas-Canillejas, Puente de Vallecas, and Villa de Vallecas

  • Lot 2: Centre, Salamanca, Centro, Chamberí, Retiro, Latina, Moncloa-Aravaca, and Disability Services

  • Lots 3: Tetuán, Hortaleza, Chamartín, Barajas, Ciudad Lineal, Fuencarral-El Pardo, and Disability Services

  • Lot 4: Disability Services, Villaverde, Arganzuela, Carabanchel, and Usera

Evaluation placed a strong emphasis on innovation and quality, with the following important award criteria:

  • Care workers' job stability (5 points)

  • Training initiatives and assistance for carers (5 points)

  • Improvements in technology like tablets and remote door openers (7–4 points)

  • Deep cleaning services and improved hygiene (8 points)

  • Action protocols' efficacy and quality (22 points)

  • Creation of a service coordination digital application (APP) (5 points)

Madrid's emphasis on professionalisation, digital modernisation, and user-centred care in the provision of social services is reflected in this weighting.

Significant Social Investment in the Capital

This project is one of the biggest municipal social service contracts ever awarded in Spain, with an estimated total value of over €1.3 billion over the course of the service term. The Directorate General for the Elderly and Prevention of Unwanted Loneliness oversees the program's administration and carries out yearly assessments to guarantee effectiveness and openness.

The new framework “reinforces the city’s commitment to caring for its residents with dignity, proximity, and innovation,” according to a spokesperson from the Area of Social Policies, Family, and Equality.

By late 2025, the project is anticipated to begin service operations, guaranteeing continuous assistance for citizens moving from prior service arrangements. In addition to providing care, the project will promote technological advancement in public welfare services and help create steady jobs in the social work field.
