The comprehensive procurement program - announced in the Official Journal of the European Union (OJ S 195/2025) - covers a range of military clothing, accessories, and logistics services, underpinning Spain’s strategy to modernize its defense supply chains and reinforce national textile industries.
The framework, titled “Framework Agreement for the Acquisition of Uniform Garments, Coordination, Storage, Preparation, Distribution and Reverse Logistics of Supply Requests,” encompasses categories such as combat uniforms, workwear, underwear, gloves, shirts, socks, sportswear, sleeping bags, and bivouac gear.
The total estimated framework value stands at €1,785,096,106.62 (excluding VAT), with a maximum value per contracting phase of €297.5 million. The contract will be executed under Directive 2014/24/EU, applying open procedure rules.
All lots were evaluated based on economic offer (90%) and delivery time (10%), emphasizing cost-efficiency and rapid logistics performance.
Following the open competition, six key lots were awarded to three Spanish suppliers:
Spanish Clothing Factory S.A. (San Sebastián de los Reyes, Madrid)
Lot 6 - Sleeping Bags and Bivouac: €8.89 million
Lot 13 - Gloves: €1.91 million
El Corte Inglés S.A. (Madrid)
Lot 8 - Shirts: €2.73 million
Lot 12 - Underwear: €1.56 million
Lot 19 - Sportswear: €6.48 million
Calcetines Mingo S.L.U. (Pradoluengo, Burgos)
Lot 11 - Socks: €2.75 million
Contracts were formally signed between October 7 and 8, 2025, following selection on September 9, 2025. None of the procurements were financed through EU funds or covered by the WTO Government Procurement Agreement (GPA).
The framework is a central component of Spain’s Defense Logistics Modernization Plan, aiming to standardize military clothing, streamline supply operations, and ensure sustainable reverse logistics.
By awarding contracts to established domestic firms, the Ministry of Defence strengthens Spain’s industrial sovereignty, textile manufacturing base, and employment generation in key regions like Madrid and Burgos.
According to defense procurement officials, the centralized approach will allow the Spanish Army to reduce delivery lead times, enhance material quality control, and optimize cost performance across supply chains.
Spanish Clothing Factory S.A. (FECSA) - A long-standing uniform manufacturer with expertise in defense textiles and protective clothing.
El Corte Inglés S.A. - One of Spain’s largest retail and logistics corporations, leveraging extensive warehousing and distribution capacity for defense supply.
Calcetines Mingo S.L.U. - A family-run SME from Burgos specializing in durable, high-performance socks for military and industrial use.
This landmark €1.78 billion framework represents a major step in modernizing the Spanish Army’s logistics and uniform systems, enhancing operational readiness while supporting national industries. Deliveries are expected to begin in late 2025, marking the start of a decade-long partnership between Spain’s defense sector and leading domestic suppliers.
