The Spanish Army Gives Top National Suppliers a €1.78 Billion Framework for Combat Uniforms and Logistics

A framework agreement worth up to €1.78 billion has been given by the Spanish Army Contracting Board (Junta de Contratación del Ejército de Tierra) for the purchase, distribution, storage, and coordination of battle uniforms and related clothing for the Spanish Armed Forces.

A variety of military apparel, accessories, and logistics services are covered by the extensive procurement programme, which was published in the Official Journal of the European Union (OJ S 195/2025). This programme supports Spain's objective to strengthen its domestic textile industries and modernise its defence supply chains.

Contract Value and Scope

The framework, titled “Framework Agreement for the Acquisition of Uniform Garments, Coordination, Storage, Preparation, Distribution and Reverse Logistics of Supply Requests”, encompasses categories such as combat uniforms, workwear, underwear, gloves, shirts, socks, sportswear, sleeping bags, and bivouac gear.

With VAT excluded, the total estimated framework value is €1,785,096,106.62, with a maximum value of €297.5 million per contracting phase. The contract will be executed using open procedure rules in accordance with Directive 2014/24/EU.

Economic offer (90%) and delivery time (10%) were used to evaluate each lot, with a focus on cost-effectiveness and quick logistical performance.

Selection of Lots and Winning Bidders

Three Spanish suppliers were given six important lots after the open competition:

Spanish Clothing Factory S.A., located in Madrid's San Sebastián de los Reyes

Lot 6: Bivouac and Sleeping Bags: €8.89 million

Gloves, Lot 13: €1.91 million

Madrid's El Corte Inglés S.A.

Lot 8: €2.73 million worth of shirts

Lot 12: €1.56 million for pants

Sportswear Lot 19: €6.48 million

Mingo S.L.U. Calcetines (Pradoluengo, Burgos)

Lot 11: €2.75 million for socks

After selection on September 9, 2025, contracts were formally signed on October 7 and 8, 2025. The WTO Government Procurement Agreement (GPA) and EU money were not used to support any of the purchases.

Economic and strategic consequences

The framework is a key part of Spain's Defence Logistics Modernisation Plan, which aims to provide sustainable reverse logistics, standardise military apparel, and streamline supply processes.

The Ministry of Defence boosts Spain's industrial sovereignty, textile manufacturing base, and job creation in strategic areas like Madrid and Burgos by giving contracts to well-established domestic companies.

Defence procurement authorities claim that the Spanish Army will be able to improve material quality control, cut delivery lead times, and maximise cost performance throughout supply chains thanks to the centralised approach.

Concerning the Contractors
Spanish Clothing Factory S.A. (FECSA) is a seasoned uniform manufacturer with a focus on protective apparel and defence textiles.

One of Spain's biggest retailers and logistics companies, El Corte Inglés S.A., uses its vast warehouse and distribution network to offer defence equipment.

Calcetines Mingo S.L.U. is a family-owned business in Burgos that specialises in producing strong, effective socks for industrial and military applications.

Modernising the Spanish Army's uniform and logistics systems is a significant step towards improving operational preparedness and bolstering domestic companies with this historic €1.78 billion framework. Deliveries are anticipated to commence in late 2025, signalling the beginning of a ten-year collaboration between Spain's defence industry and top domestic vendors.
