Please note that this is not a call for tenders but a publication announcing the Contracting authority-s intention to publish a future negotiated low or middle valueprocedure. In recent years, the emergence of retail alliances (RAs) has become increasingly prominent, with large retail groups or chains forming alliances within individual Member States, across various European countries, and even with non-European partners. This trend has raised concerns among suppliers and policymakers regarding the growing concentration of buying power in the retail sector and its potential implications for the agricultural and food supply chain, notably farmers and upstream SMEs. The objective of this project is to provide socio-economic analyses of the impacts of RAs on farmers and upstream SMEs through selected case studies. The project should cover the following issues: (i) impacts of RAs on contract negotiation practices and contracting practices, (ii) impacts of RAs on the prevalence of unfair trading practices, (iii) impacts of RAs on prices, costs, risks and benefits sharing across the chain, (iv) vertical pass-through of costs, risks and benefits of RAs along the chain and (v) horizontal spillover effects on costs, risks and benefits of RAs across different operators. The analyses should be based on information collected through structured interviews and/or focus groups with relevant operators/stakeholders.
