• Description of the service: The object of the contract is to obtain the full disposal of a real estate where the regional Youth services and the Youth Office can be concentrated, given that the Regional Council does not have any other real estate close to the headquarters of the entity and that can satisfy the purpose pursued by means of this contract. The choice of the contractual modality consisting of a lease of a maximum duration of 12 months with the right to purchase option, is justified for the following reasons: a) The lease prior to the possible acquisition must make it possible to prove the real suitability of the property during the term of the lease and, above all, to avoid the hasty acquisition of an asset that, despite meeting the specifications included in the terms and conditions, may present deficiencies not observable at first glance. Under this premise, the configuration of a lease prior to the possible purchase must allow to evaluate the performance of the asset subject to the destination that the Regional Council wants to give it, which cannot be achieved at a time prior to its full availability.b) At the time of the tender, it is not possible to predict with certainty the available offer that will fully comply with the minimum technical requirements. In addition, starting from the basis that the real estate market can vary substantially in weeks or months, it is estimated that a lease for 12 months does not perpetuate the Regional Council in the use of a premises that may not completely satisfy it and, therefore, gives it room to...
