- Among the functions that correspond to the Ministry of Social Welfare, are the management and planning of the services of care for the elderly, in order to improve their quality of life, as well as the determination of the criteria and models of collaboration and agreement with entitiespublic or private for the development of services for the elderly. Demographic and social changes are generating a growing demand for services to meet older people who are dependent or are affected by disease processeschronicle. Together with this situation, circumstances of lack of conditions or support necessary so that certain older people can remain in their home continue to be produced. In response to these situations, the number of residential centers and places is increased, both fromPublic ownership as private but, at the same time, a new orientation in attention is perceived and demanded. Residences for older people mainly serve the elderly in a situation of dependency and those who are in personal, family circumstancesand/or social that require comprehensive residential attention but also to those who need access to the services of the center temporarily, periodically or indefinitely, to be treated in their specific processes of help, care or recovery.
