- Specialized legal services and administrative management with the capacity to act in the Spanish and Chinese jurisdiction for the launch of the Beihang Valencia Polytechnic Institut (BVPI), me... The file originates from the need to provide the UPV of services and comprehensive legal advice and administrative management for the creation and operation of the Beihang-Valencia Polytechnic Institute center, in compliance with the different agreements formalized by the UPV with the Beihang University in China during the year 2025. The objective of this center is to promote the internationalization of higher education for both institutions. This Institute will lack its own legal personality, so the UPV must constitute a legal entity in China that will act as the operating entity of the project and will allow the execution of all the activities necessary for its start-up and operation. Currently these service and advisory functions lack coverage contractual, which implies a real risk of paralysis of the project due to its complexity, as well as the lack of harmonization of the different applicable legislation in the future center as the UPV does not have personnel with knowledge in Chinese legislation or experience in legal projects binational, nor from professionals authorized to act before Chinese authorities. Furthermore, the required procedures must be partially carried out in China, where only locally accredited attorneys.
